New EU corruption probe increases pressure on von der Leyen as rivals mull no-confidence push

A widening EU corruption scandal has intensified political pressure on European Commission President Ursula von der Leyen, after former EU foreign policy chief Federica Mogherini was detained and formally accused of procurement fraud, corruption, conflicts of interest and breaches of professional secrecy.

Mogherini, now rector of the College of Europe, is under investigation by the European Public Prosecutor’s Office over an EU-funded diplomatic academy programme—an affair Politico reports is already fuelling fresh efforts by von der Leyen’s opponents to revive a no-confidence vote.

The case has also strained von der Leyen’s relationship with her current foreign policy chief, Kaja Kallas, as the probe centres on activities linked to the EU’s External Action Service. While some EU officials argue von der Leyen is being unfairly blamed simply because she is the bloc’s most visible leader, the scandal compounds existing controversies, including the ongoing “Pfizergate” dispute over undisclosed vaccine-negotiation text messages.

Von der Leyen survived a previous no-confidence motion over that affair, but critics say the new investigation raises deeper questions about governance, accountability and her leadership as she continues to push for greater EU militarisation and the use of frozen Russian assets to support Ukraine.
