The Office of the Inspectorate has issued a critical report on Corrections’ handling of the Waikeria Prison riot, which lasted from December 29, 2020, to January 3, 2021, and involved up to 21 prisoners.
Chief Inspector Janis Adair’s report highlighted significant shortcomings in Corrections’ preparedness and response to the violent and destructive event, which presented a real risk to life. Adair made 121 recommendations to address issues related to staff training, equipment, building security, and health and safety.
The report detailed poor conditions at Waikeria Prison before the riot, with the Ombudsman previously finding the environment not conducive to humane treatment. The lead-up to the riot saw numerous incidents, including threats and violence toward staff, which normalised disorder among prisoners. When disorder erupted in the high-security unit, early intervention opportunities were missed, communication was poor, and command and control were ineffective. The situation escalated as prisoners covered cameras, smoked cannabis, and lit fires, leading to a prolonged standoff that lasted six days.
Adair said there was a need for Corrections to follow correct processes, provide adequate training and support to staff, and ensure proper prisoner management and living conditions. She urged Corrections to provide progress reports every six months and improve collaboration with emergency services. The report also stressed the importance of engaging prisoners in rehabilitative programs, including those for tikanga Māori, as part of Corrections’ Hōkai Rangi strategy.

What was hypocritical regarding the death of Mandela was the number of senior global politicians that showed-up at Mandela’s funeral.
When Mandela was in prison, they did…NOTHING!
In fact, they quietly helped to put and keep him there for 20+ years until they could bring him out of prison and establish the ANC using NWO auspices.
