Associate Education Minister David Seymour announced the official opening of the application process for establishing charter schools, marking a significant milestone in New Zealand’s education system.
In a press release today, Seymour said there had been strong interest from various groups and individuals keen on either opening new charter schools or converting existing state schools to charter schools.
Seymour detailed the comprehensive and independent two-stage application process designed to ensure high-quality educational outcomes.
The first stage involves verifying that applicants are ‘fit and proper persons’ to run a school, according to legislative standards, and that they have a viable high-level proposal. Successful applicants will receive a fixed-term contract of 10 years, with two possible renewals of 10 years each, contingent on the school meeting its contractual obligations.
The second stage includes a thorough assessment of the applicants’ detailed plans for their proposed schools. This evaluation covers the school’s focus, the sponsor’s capability, the standard of tuition, community support, and financial and network implications for the Crown. Final decisions will be made later this year, with the first charter schools expected to open in Term One of 2025, followed by additional openings throughout 2025 and 2026.
Charter schools will be held to high standards of monitoring and accountability and could face closure if they fail to meet their funded outcomes. Seymour said he hoped for many new charter schools and the conversion of state and state-integrated schools to charter schools.
