Government Bill discharged due to Minister’s absence in parliament

The Regulatory Systems (Social Security) Amendment Bill, intended for its first reading in Parliament, was unexpectedly discharged after no minister was available to present it.

Scheduled for Wednesday morning, the bill was in the name of Social Development Minister Louise Upston, who was absent when the bill was called. Labour’s assistant whip, Arena Williams, moved to set the bill aside, which Labour’s deputy leader Carmel Sepuloni attributed to a lack of organisation from the opposing side.

Despite National’s Tim van de Molen arguing that another minister was present, Assistant Speaker Maureen Pugh recommended discharging the bill due to procedural advice from the Clerk.

Minister Upston explained that the bill call came earlier than expected as she was in a Cabinet committee meeting, and no arrangements were made for another minister to deliver the first reading speech in time.

Upston assured that the bill, which aims to address minor technical errors from the 2018 Social Security Act rewrite and repeal redundant legislation, will be reintroduced at a later date.
