The Government has confirmed it will establish a new Ministry of Cities, Environment, Regions and Transport (MCERT), bringing together several major policy areas in a significant restructuring of the public service.
The new ministry will combine the Ministry for the Environment, the Ministry of Housing and Urban Development, the Ministry of Transport, and local government functions currently housed within the Department of Internal Affairs. MCERT is intended to act as a central agency overseeing housing, transport, planning, infrastructure, water, ‘climate adaptation’ and the interface with local government.
Housing, Transport, RMA Reform and Infrastructure Minister Chris Bishop said the reform is aimed at addressing some of New Zealand’s most persistent economic and environmental challenges, including housing affordability, infrastructure shortfalls and climate change adaptation.
He said responsibility for key reforms is currently fragmented across multiple departments, making coordinated policy development difficult. Issues such as housing supply, he said, cannot be solved without aligned planning reform and infrastructure funding, which are presently spread across several agencies.
Bishop argued the existing structure has led to duplication, overlapping responsibilities and missed opportunities, citing Auckland’s City Rail Link as an example of where disconnected policy advice limited wider benefits in land use and urban development.
The new ministry is intended to act as a “one stop shop” for councils and communities, providing clearer accountability and more integrated advice. It will bring together planning, land use, housing, transport, water and local government policy under a single organisational structure.
Public Service Minister Judith Collins said the reform is not designed as a cost-cutting exercise, but efficiencies are expected over time through ‘reduced duplication’ and a more streamlined public service. She said the Government is investing to ensure the new ministry is established successfully.
Local Government and ‘Climate Change’ Minister Simon Watts said merging the agencies would provide clearer direction and better coordination as reforms to the role of local government progress. Environment Minister Penny Simmonds said the new structure would improve environmental stewardship while supporting growth and productivity across cities and regions.
A chief executive for MCERT is expected to be appointed in the first half of 2026. The new ministry is scheduled to be fully operational by July 2026.
