A consortium led by rugby league icon Sir Graham Lowe has formally submitted a bid to bring a new team, the Christchurch Orcas, into the NRL as part of the league’s expansion plans.

The Orcas’ proposal includes a substantial A$325 million investment, backed by South Island-based private equity, with a well-funded operational plan, an initial capital base of $60 million, and advanced development plans for a 20-hectare Multi-Sport Centre of Excellence.

The $100 million facility will include seven training fields, sports science, medical facilities, and a residential component, aiming to be operational by mid-2026. The Orcas also plan to host games at Christchurch’s new Te Kaha stadium, a 30,000-seat venue, and to develop a city-centre hotel and entertainment hub, enhancing their potential as a key force in the NRL.

The Orcas aim to double the registered rugby league players in the region by 2028, drawing on Christchurch’s strong rugby league heritage and the zone’s 75,000 rugby union players.

The bid team boasts experienced rugby league executives, including former NRL officials and New Zealand Rugby League leaders, who are ready to launch operations immediately upon NRL approval.

Managing Director Andrew Chalmers highlighted the bid’s financial stability and readiness to drive growth, fan engagement, and revenue for rugby league in New Zealand.

The Orcas intend to be competitive from day one, with Lowe affirming that Christchurch’s strong sports culture and passionate fan base would create a formidable home-field advantage for the new team.
