A veteran rescue pilot has delivered a searing account of the devastation left by the Texas flash floods over the Fourth of July weekend—accusing officials of downplaying the crisis and blocking private rescue efforts as lives hung in the balance.
Gary Heavin, a private helicopter pilot with disaster response experience in multiple U.S. states, spoke to ZeeMedia recently recently about the “catastrophic” flooding in Central Texas, particularly around Kerrville, describing the destruction as worse than what he witnessed in hurricane-stricken North Carolina.
In a powerful interview, Heavin recounted a heart-wrenching mission alongside a grieving father searching for his 17-year-old daughter. “To see this man’s courage… was just a terrible thing,” he said, his voice breaking. Just hours before the interview, he learned the young woman’s body had been recovered.
Heavin did not hold back in his criticism of the official response. He slammed state and federal authorities for preventing private helicopters from entering the disaster zone, despite what he described as a shortage of available government aircraft. “We could do this ten times faster,” he said. “But the bureaucrats are telling us no.”
The pilot, representing a volunteer coalition known as Operation Helo, argued that experienced civilian teams could dramatically accelerate rescue and recovery operations if allowed access. “We did it just fine in North Carolina,” he added.
Beyond the operational roadblocks, Heavin also raised concerns about the cause of the disaster, referencing “weather modification” claims. He pointed to unusual storm behaviour and suggested that weather manipulation might be a factor. “You look at means, motive and opportunity,” he said, before admitting the motive remained unclear. While he acknowledged the floods may have been a natural disaster, he left viewers to make up their own minds.
Heavin’s comments reflect growing frustrations among some Texans over what they see as a slow, disorganised response to the crisis. As families mourn the dead and search for the missing, he urged the public to demand action from state officials: “Get the bureaucrats out of the way.”
Recent reports put the death toll at more than 100, with 160 still missing.

Cyclone Gabrielle playbook.
Exactly. Managed retreat in full action. We are ruled by heartless criminals.
Exactly!
But it’s heartlessness coupled with incompetence and arrogance.
There was nothing natural about this event. How bad does it have to get before people look up, wake up, stand up and start to talk about the all-out biological and chemical warfare taking place in our skies. Texas is a horrible event, and there are so many more like it happening all over the globe.”
