Scott Ritter, a former US Marine Corps intelligence officer and UN weapons inspector, says his bank abruptly terminated its relationship with him and emptied his accounts, a move he believes may be linked to federal authorities.
Writing on his website Ritter said Citizens Bank, where he had held accounts for 26 years, informed him it was ending services without providing a reason.
“Today my banking institution of 26 years… declared that they were ending their banking relationship with me,” he wrote, adding that his accounts were “zeroed out without explanation.”
While acknowledging the decision could have been a routine de-risking measure, Ritter said it “does not preclude federal involvement,” pointing to a grand jury empanelled in August 2024 in New York examining possible Foreign Agents Registration Act violations.
He said investigators already had access to his financial records through subpoenas and suggested that an FBI tip may have led the bank to file a suspicious activity report. Ritter said donations and large cash withdrawals ahead of three trips to Russia in 2025 may have triggered scrutiny, noting he carried cash because Russia is “disconnected from the Western digital economy.”
He described “de-banking” as a form of harassment “even in the absence of evidence pointing to any criminal activity,” and linked it to earlier actions against him, including the seizure of his passport and an FBI search of his home, which he has described as intimidation related to his journalistic work.

The customer may feel “emptied” because the accounts show a zero balance after closure, even though the funds are being returned.
