BRICS leaders have issued a wide-ranging declaration rejecting unilateral sanctions, condemning terrorism and nuclear threats, and demanding greater representation for developing nations within the United Nations and other global institutions.
Adopted at the bloc’s 18th summit in New Delhi, the declaration reaffirmed BRICS opposition to coercive measures imposed outside international law and the UN Charter. Leaders called for such measures to be removed, warning that sanctions and secondary sanctions can have sweeping economic and humanitarian consequences, particularly for poorer and more vulnerable populations.
The declaration also renewed demands for reform of the UN and other international bodies to better reflect the changing balance of global economic and political power. BRICS members argued that senior positions within the UN should not effectively be controlled by a small group of countries.
Indian Prime Minister Narendra Modi reinforced that message during the summit, arguing that institutions created for an earlier era were no longer adequate for a rapidly changing international order.
China and Russia, both permanent members of the UN Security Council, reiterated their support for Brazil and India assuming a greater role within the organisation, including on the Security Council.
BRICS has grown significantly since beginning as a grouping of five major emerging economies. It now comprises 11 full members, expanding both its economic weight and geopolitical reach.
The agreement on the 45-page declaration was also regarded as a diplomatic achievement for summit host India, particularly given the differing interests of members including Iran and the United Arab Emirates amid continuing instability in the Middle East.
The gathering brought several major world leaders to the Indian capital, including Chinese President Xi Jinping, Russian President Vladimir Putin, South African President Cyril Ramaphosa and Iranian President Masoud Pezeshkian.
Terrorism featured prominently in the declaration, with BRICS leaders describing terrorist acts as criminal and unjustifiable regardless of their motivation. The document specifically condemned the April 2025 attack in Jammu and Kashmir that killed 26 civilians and was followed by military confrontation between nuclear-armed India and Pakistan.
The bloc also criticised the continuing unilateral blockade of Cuba and voiced concern over attacks against civilian infrastructure and peaceful nuclear facilities. Leaders stressed that nuclear safeguards, security and safety must be maintained even during armed conflict to prevent harm to civilians and the environment.
Although the declaration did not directly refer to the Ukraine conflict, its language on protecting nuclear facilities comes amid continuing international concern about the security of the Zaporozhye Nuclear Power Plant.
On the Middle East, BRICS opposed the forced displacement of Palestinians from the Occupied Palestinian Territory and rejected attempts to alter the geographic or demographic character of Gaza. The group also called for Israeli forces to withdraw from Lebanese territory.
The declaration broadly emphasised diplomacy and negotiated settlements as the preferred means of resolving international disputes while seeking a stronger voice for the Global South in international decision-making.
China is scheduled to host the next BRICS summit.
