The Royal Commission of Inquiry into New Zealand’s COVID-19 response has cancelled its planned “decision-makers” public hearing after former Ministers refused to appear, a move critics say undermines transparency and public trust.
Inquiry Chair Grant Illingworth KC confirmed the August 2025 hearing would not proceed, saying the absence of key decision-makers made it impossible to justify continuing. The hearing was intended to allow the public to see and hear former Ministers explain the reasoning behind crucial pandemic decisions.
“The COVID-19 pandemic was a significant event that affected every New Zealander,” Illingworth said. “We thought it was important that the public see and hear for themselves important evidence about why some key decisions were made and for what reason.”
While the Inquiry has already conducted private interviews with former Ministers and senior officials—and says further evidence can be obtained through other means—the decision not to compel attendance through a summons has raised eyebrows. Illingworth argued that issuing summonses would be “legalistic and adversarial,” which the terms of reference prohibit.
The Inquiry maintains the no-show will not impede its work and will continue gathering evidence through alternative channels. It is due to deliver its final report to the Governor-General in February 2026. However, the cancellation means New Zealanders will miss what could have been the most direct public questioning of those who led the country’s pandemic response.
“We are confident that the former Ministers declining to attend the hearing does not hamper us in our ability to obtain the information we need to be able to properly complete our task. Public hearings are only one mechanism of obtaining evidence, and their use is restricted under our terms of reference,” said Illingworth.
“On balance we are of the view that a summons is undesirable given that the former Ministers continue to co-operate with the evidence-gathering of the Inquiry. It is our opinion that the use of summonses to achieve their participation at a public hearing would be legalistic and adversarial, which our terms of reference prohibit,” he said.

Kick the entire inquiry up to the Privy Counsel, and also to the ICJ,
Then await their results.
I was expecting something like this, so the parties that submitted the proof and evidence of a conspiracy to murder New Zealanders via bio-tech weapons need to submit their same material to the ICJ & Privy Counsel

Ironically due to to ack of attention to detail, we have had the misfortune of having business dealings with an EX-PM. Of course he is unscrupulous, the bad relationship will end in Court.
