Homekill rules could be relaxed under proposed changes that would allow people to buy animals directly from farmers and have them processed sooner, Food Safety Minister Andrew Hoggard has announced.
The current system allows people to purchase a live animal but requires them to demonstrate they have actively cared for it for 28 days before it can be slaughtered and processed by a homekill provider listed with the Ministry for Primary Industries (MPI).
Hoggard said the rules had not been reviewed for 20 years and argued they no longer reflected how people farm, obtain and share food. The consultation will consider changing the 28-day requirement as well as whether homekill and recreationally hunted meat could be shared with a wider group of people.
Currently, homekill meat can generally only be consumed by the animal’s owner, their family or household, and farm employees, and it cannot be sold. Proposed labelling requirements would make clear that homekill and hunted meat has not undergone the same food-safety checks as commercially sold meat, particularly if restrictions on who may consume it are loosened.
No changes are proposed to the ban on selling homekill or recreationally hunted meat, while commercial slaughter or processing providers involved would still have to be listed with MPI. The consultation will also examine rules governing the donation and sharing of recreationally hunted meat, with Hoggard saying uncertainty about existing requirements may discourage hunters from supplying meat to foodbanks and charities. Farmers, hunters, processors and members of the public are being invited to provide feedback on the proposals.
