Inland Revenue failed to pass on an alleged violent kidnapping complaint from a whistleblower who threatened to expose a multimillion-dollar kiwifruit tax fraud, leaving police unaware for nearly 18 months and potentially jeopardising evidence.
In a report on legacy media (paywalled), the illegal migrant from India used as a “money mule” to launder more than $3 million, says he was kidnapped and assaulted after speaking out, then reported both the tax scheme and the violence to Inland Revenue, believing police would be notified.
That referral never happened, with detectives only learning of the allegation after media inquiries, highlighting ‘systemic information-sharing failures’ between agencies.
Experts advising ministers say the case exemplifies a risk-averse culture that hampers efforts against organised crime, while the alleged victim says he feels betrayed, unsafe, and fears deportation as he waits to see whether anyone will be charged.
