Prime Minister Christopher Luxon has launched an inter-agency review into vetting and disclosure processes for ministerial staff following the resignation of his deputy chief press secretary Michael Forbes, over allegations of secretly recording and photographing women without consent.
Forbes, a former journalist at legacy media outlet Stuff, was investigated by police last year after images and recordings were discovered, but no charges were laid.
Luxon expressed shock and said Forbes failed to disclose the incidents during his vetting process, calling it a “breach of trust” and pledging to strengthen internal procedures.
The Department of Internal Affairs has been tasked with examining potential failings, while police face scrutiny over their decision not to alert Ministerial Services.
The scandal has prompted broader questions around workplace safety, inter-agency communication, and privacy law reform.
