Internal Affairs Minister Brooke van Velden has announced the appointment of Raveen Jaduram as the new chair of the Fire and Emergency New Zealand (FENZ) Board.
Jaduram replaces Rebecca Keoghan MNZM, who has served as chair since July 2021 after previously holding the role of deputy chair from 2019.
Van Velden said Fire and Emergency New Zealand plays a critical frontline role and must maintain strong accountability and financial discipline due to its funding model, which relies on levies collected through insured properties.
“Fire and Emergency provide essential frontline services that all New Zealanders rely on,” the minister said.
She said the board was expected to maintain “active and rigorous governance” over investment in fire appliances and infrastructure, while ensuring spending aligned with operational needs, affordability and value for levy payers.
Van Velden said the chair’s role included holding Fire and Emergency leadership accountable for organisational performance, financial management and strategic delivery.
“Mr Jaduram’s depth of experience in infrastructure governance, financial oversight, and system stewardship will be invaluable to Fire and Emergency New Zealand,” she said.
According to the minister, Jaduram brings extensive governance and leadership experience overseeing large-scale infrastructure and capital programmes, along with experience working alongside ministers, government agencies and local authorities.
Van Velden also thanked Keoghan for leading the organisation during what she described as a critical post-amalgamation period.
“She has supported the organisation through its post-amalgamation phase, strengthening its structure, and advancing important work on workplace culture and organisational integrity,” the minister said.

An OIA sent to Brooke van Velden: Please can you advise the following:
1. How many visits have you made to front line fire fighters in the past 12 months (crew that respond in fire trucks)?
2. Provide any digital communication regarding FENZ between yourself and FENZ or other government minister’s or departments within December 2025 and January 2026.
3. Provide any documents or communications regarding FENZ on faulty trucks, missed deadlines of fleet delivery, short crewed trucks, closed fire stations due to insufficient paid crew, issues regarding failure to keep up with demand (i.e. new stations in growing communities and stations that have been closed) within the past 4 months.
4. How many complaints or issues have been received by you regarding FENZ from the public in the past 4 months? and how many have you replied to or actioned?
5. Have you met with any FENZ personnel in a non-ministerial way, i.e. social gathering etc? if so, please give details
6. You state that the NZPFU should stop gambling with people’s lives, if you are happy to make this public statement, please provide reference to how you consider FENZ to be treating people’s lives with truck breakdowns, short crewed trucks, closed stations, occupational cancers and many more, I do not consider this “creating new information” the minister should have a documented position on this, all reasons for life risk are serious.
