Police retain editorial control over Tom Phillips documentary

Police were granted the right to preview and require changes to a feature-length documentary about the Marokopa manhunt under a formal access agreement with the film’s producers, newly released documents show.

Dunedin-based NHNZ Productions, working with UK company Grain Media, has been filming a long-running documentary on the search for Tom Phillips and his children, after securing “exclusive access” to the police investigation. Phillips was later killed in a shootout with police in September.

An “access agreement” released to state media under the Official Information Act sets out the terms under which police allowed the filmmakers inside Operation Curly and related inquiries. The contract, signed in March 2025, gave the production team wide-ranging access to police briefings, meetings, operational activity and evidence over more than a year.



In return police retained significant “editorial control”.

The agreement allows authorities to preview the documentary before broadcast and to demand edits or removals on grounds including operational security, privacy, sensitivity and compliance with court orders. Police also hold veto rights over repeat screenings or altered versions and may withdraw filming access at any stage.

The contract restricts the use of all recorded material exclusively to the documentary, unless written permission is granted by police. It also prohibits the use of images of the children beyond those already published, without consent from both their legal guardian and police, due to ongoing Family Court suppression orders.

All production staff were required to undergo police vetting, and the producer accepted liability capped at $1 million. The documentary is expected to air in 2027, subject to the outcome of related court proceedings.

      Then engaged army experts to track and shoot Tom – which they did
      Then returned the children to their abusive so called called mother

      Typical -just ask thousands of fathers whom have been through this – mothers prevent access to children with the ird paying them to do so and destroying fathers lives whilst they ruin children’s lives

  3. I know first hand how certain police alter documents, present them to court as truth. Truth has a way of popping up on trial day and saying, “Surprise !! Sorry I’m late, but here’s the original document, your honor”.

  6. Well the documentary is not going to be about police failures to locate and capture Phillips over the four years. Clearly the purpose is to control the narrative.

    • Great link. Have been through the Family Court system and if one possess a penis and testicles then it’s an open and shut case excluding a member of the Foreign Actors Guild of course.
