Concerns over the risks of large-scale digital identity systems have resurfaced following renewed scrutiny of India’s Aadhaar programme, which has faced a series of major data breaches, identity fraud incidents and security vulnerabilities affecting hundreds of millions of citizens.
Critics point to multiple incidents over the years, including the reported exposure of records linked to 815 million people, leaks connected to the country’s Covid-19 vaccination database, and allegations that unauthorized access to Aadhaar-linked systems could be purchased online for minimal cost.
While the Unique Identification Authority of India has maintained that Aadhaar’s core biometric database remains secure and encrypted, cybersecurity experts have identified weaknesses in connected databases, third-party access points and enrolment systems.
The incidents have fuelled wider debate over the consequences of linking essential services to a centralised digital identity platform.
Reports have highlighted cases of biometric cloning being used to access bank accounts and welfare payments, while technical failures and profile errors have allegedly prevented some citizens from accessing food assistance, healthcare and pension entitlements.
Critics argue the experiences demonstrate the risks of concentrating personal, financial and government service access into a single digital identity framework, warning that system failures, cyberattacks or administrative errors can have significant real-world consequences.
