Russia has long raised concerns about Pentagon-backed biological laboratories in Ukraine and elsewhere, suggesting they are involved in military research.
The US has launched a probe into more than 120 American-funded biological labs abroad, including in Ukraine, Director of National Intelligence Tulsi Gabbard told the New York Post on Monday.
Russia has consistently raised concerns about Pentagon-backed biological labs worldwide, particularly near its borders and in Ukraine, alleging that they are involved in bioweapons research.
Gabbard said that the move aims to halt risky virus experiments and follows President Donald Trump’s order restricting federal funding for “gain-of-function” research – studies that examine how viruses replicate and interact with human cells to increase their transmissibility.
“The COVID-19 pandemic revealed the catastrophic global impact research on dangerous pathogens in biolabs can have,” Gabbard said. “Yet despite these obvious dangers, politicians, so-called health professionals, like Dr. Fauci, and entities within the [former President Joe] Biden administration’s national security team lied to the American people about the existence of these US-funded and supported biolabs and threatened those who attempted to expose the truth.”
She was referring to former White House medical adviser Anthony Fauci, whom critics accuse of downplaying the theory that COVID-19 originated from a leak in a Chinese lab that had received US funding.
Gabbard said that her team will “identify where these labs are, what pathogens they contain and what ‘research’ is being conducted” to end “dangerous gain-of-function research.” Officials from her office confirmed that the labs are in over 30 countries, including Ukraine, which allegedly hosts in excess of 40, with several funded through Pentagon programs.
The Pentagon, and other US agencies, previously backed labs worldwide via the Defense Threat Reduction Agency (DTRA). While the Biden administration denied running “chemical or biological laboratories in Ukraine,” then-Undersecretary of State Victoria Nuland acknowledged in 2022 that “biological research facilities” exist there. Washington has since confirmed supporting biological research facilities in Ukraine and elsewhere, but maintained that the work was aimed at preventing disease outbreaks and developing vaccines, not for military purposes. Russia and China, however, have repeatedly warned that the work may have a military dimension.
Moscow has long accused Ukraine of hosting Western-backed biolabs tied to weapons research, citing documents it alleges were obtained from Kiev. Lieutenant General Igor Kirillov, Russia’s late top WMD official, stated in 2023 that the US was conducting dual-use research “including the creation of biological weapons components” near Russian borders. He was killed in 2024, in an attack believed to have been ordered by Kiev. In March 2025, Vladimir Tarabrin, who is Russia’s Permanent Representative to the Organization for the Prohibition of Chemical Weapons (OPCW), said that the US still operated biolabs in Ukraine.
Gabbard had raised concerns about biolabs in Ukraine even before becoming intelligence chief. In 2022, she was accused of spreading “treasonous lies” and being a Russian asset after warning that dozens of US-funded labs in Ukraine could release dangerous pathogens if they were compromised.

New Zealand has several prominent bio-lab research facilities.
1. National Biocontainment Laboratory (Te Whare Rerenga Koiora o Aotearoa)
Located in Wallaceville, Upper Hutt. Tthis is a PC3 (Physical Containment level 3) laboratory. Operated by the Ministry for Primary Industries (MPI), it is designed to handle and contain serious veterinary and zoonotic diseases. The facility is the highest level of biocontainment approved in the country. But are there more secret ones?
2. Bioeconomy Science Institute (Lincoln), a PC2 laboratory. AgResearch, Manaaki Whenua – Landcare Research, Plant & Food Research, and Scion are in this organization.
3. Scion (what a name!): fermentation technology, with Sartorius bioreactors focusing on converting industrial waste into consumer products.
4. Callaghan Innovation: Offers MPI-registered facilities for fermentation and production, supporting the scale-up of food, nutraceutical, and agritech products.
5. Cawthron Institute: Provides fully accredited testing and R&D services in Nelson and Auckland, specializing in food safety, marine biotoxins, and natural products. haha
6. University of Auckland (Liggins Institute): Offers molecular biology, cell/tissue culture, and microscopy facilities for academic research.

The bio-lab institute focuses on immunology and immunotherapy research for cancer, infectious diseases, allergies, and inflammatory conditions. Nice, ay?
However, key features include mRNA technology, Yes you heard that correct: Home to New Zealand’s first end-to-end preclinical mRNA therapeutics platform, their research specifically focuses on developing mRNA vaccines and therapies, building on the same technology used as in the Pfizer covid ‘vaccines’!!!
The Malaghan Biomedical Research Unit is a state-of-the-art facility for preclinical research using animal facilities on campus. They work closely with universities, hospitals, and international research institutions. The Malaghan Institute is a key player in New Zealand’s national vaccine strategy through its leadership in Vaccine Alliance Aotearoa New Zealand (VAANZ).
VAANZ is a national consortium, led by the Malaghan Institute, established to evaluate and develop COVID-19 vaccine candidates for New Zealand. Malaghan operates as a registered CHARITY, relying on grants, donations, and sponsorships to fund its research. Where from?Malaghan engages globally with organizations like CEPI (Coalition for Epidemic Preparedness Innovations) and big pharmaceutical companies like Pfitzer. New Zealand is a donor to GAVI (which funds CEPI), and GAVI is mainly funded by….wait for it…..the Bill Gates foundation, in collusion with the WHO, UNICEF and the World Bank.

GAVI, the interbational Vaccine Alliance, headquartered in Geneva, Switzerland, is a public-private partnership founded in 2000 “to improve access to vaccines in low-income countries” (Hey, we inject that bio-weapon for free). GAVI was created with a major $750 million pledge from the Bill & Melinda Gates Foundation.
Gavi is connected to a wide network of key global health stakeholders: It relies on country health ministries (at that time David Clarke, remember the dude who breached quarantine rules, rules 4 u but not 4 me), followed after resignation by CHRIS HIPKINS!.
GAVI works with vaccine manufacturers like GSK, Pfizer, and Sanofi to procure vaccines. GSK is GlaxoSmithKline, a NZ founded company, producing stuff like Panadol, Macleans, and Sensodyne. Haleon is the new marketing arm.

CEPI is a core founding partner of GAVI and co-leads the COVAX facility with GAVI. So Fran Priddy provided her ‘Malaghan expert guidance’ on global vaccine research and development, including for COVID-19. She interfaced with both CEPI and GAVI in her VAANZ role.
