European Commission President Ursula von der Leyen is reportedly planning to establish a new intelligence division directly under her control, according to the Financial Times.
The proposed body would operate within the Commission’s secretariat-general, staffed by personnel from national intelligence agencies, and focus on information-sharing across the European Union rather than foreign espionage.
The move has sparked unease within the EU’s existing Intelligence and Situation Centre (INTCEN), which was formed after the 9/11 attacks and sits under the European External Action Service. Officials there fear the new structure could duplicate their functions and undermine the bloc’s foreign policy arm. Critics have also accused von der Leyen of centralising power and sidelining other EU leaders, including foreign policy chief Kaja Kallas.
Commission sources told the FT that the new intelligence unit would “work closely” with existing services but acknowledged the initiative stems from frustration with INTCEN’s limited performance since the start of the Ukraine war. The plan fits within von der Leyen’s broader strategy for tighter EU coordination on defence and intelligence as Brussels ramps up military preparedness amid tensions with Russia.
