European Commission President Ursula von der Leyen has called for a significant expansion of EU security and defence cooperation, including a new emergency mechanism modelled on NATO’s Article 4.
During her sixth State of the Union address, von der Leyen proposed a broader European security framework extending cooperation beyond EU members to countries including the UK, Canada and Ukraine.
Her programme also included strengthening the bloc’s military capabilities, directing unused loan funding towards Ukraine, and establishing greater EU coordination over stockpiles of critical minerals and rare earth materials.
Von der Leyen also advocated substantial investment in artificial intelligence and the energy infrastructure required to support its development, while signalling renewed emphasis on nuclear power as part of Europe’s future energy strategy.
On digital regulation, she proposed an EU Kids Act designed to restrict children’s access to social media, alongside stronger oversight of online platforms.
Canadian Prime Minister Mark Carney attended the address, during which von der Leyen announced plans to give Canada a new form of “associate membership” with the EU. The proposed status does not currently have a clearly established legal or institutional definition.
The speech outlined an ominous expansion of Brussels’ involvement in defence, security, technology and strategic resources. However, it offered few immediate measures aimed at easing the energy and cost-of-living pressures facing European households and businesses as winter approaches.

EU under UVL has confiscated Russian business and private assets, collateralized those assets on the futures market and taken out loans against property that does not belong to them to pay for Ukraine conflict.
EU cannot stop conflict against Russia because those assets will be returned and EU economies will crash.
UVL will quit and retire on her undisclosed profit from COVID19 agreement with Pfizer. No other accountability.
