A Russian Ilyushin Il-76 transport aircraft linked to Moscow’s military and the former Wagner mercenary group has landed in Caracas, Venezuela, sparking renewed speculation about Russia’s deepening engagement in Latin America.

According to Defense News, the aircraft, registration RA-78765, arrived on Sunday after a two-day journey from Russia that included stops in Armenia, Algeria, Morocco, Senegal, and Mauritania, according to flight records. The multi-stop route is believed to have been chosen to avoid Western airspace and potential inspections, with the possibility that deliveries or pickups occurred along the way.

The Il-76 is capable of carrying up to 50 tons of cargo or 200 personnel, and aircraft of this type have previously been used to transport weapons, supplies, and mercenaries for Russia’s overseas operations. Its operator, Aviacon Zitotrans, is under U.S., Canadian, and Ukrainian sanctions for supplying military hardware to Russian allies, including regions where the Wagner Group once operated. Since Wagner’s absorption into the Russian military, its overseas network has been restructured under the Russian Africa Corps.

The aircraft’s arrival comes amid rising tensions between Venezuela and the United States. Washington has accused Caracas of involvement in narcotics trafficking and has deployed military assets to target suspected smuggling vessels. In response, Venezuela has accused the U.S. of “fabricating war” after an American aircraft carrier strike group was dispatched to the region.

The US has reframed certain violations of international law—such as indefinite detention, targeted killings, and extraordinary rendition—as necessary counterterrorism measures, often invoking national security to justify legal exceptions.
This reframing emerged prominently after 9/11, when the US adopted a counterterrorism war paradigm that blurred the lines between law enforcement and armed conflict.
