Teaching Council probe sparked by claims CEO’s husband’s firm won major contracts

A whistleblower’s letter alleging the Teaching Council spent between $400,000 and $800,000 of public money on contracts with Clemenger BBDO, the advertising firm run by CEO Lesley Hoskin’s husband, sparked a Public Service Commission investigation into procurement and conflict-of-interest concerns.

The anonymous disclosure reported on in legacy media today, sent to Education Minister Erica Stanford in June, raised alarm over perceived unethical governance, procurement patterns benefiting a closely linked business, and broader staff culture issues.



Hoskin is now on agreed leave while a separate independent conduct investigation takes place, with day-to-day operations overseen by an acting CEO. The PSC probe, the conduct investigation, and a wider strategic review of the council are all underway, with findings expected in the new year.
