Pierre John Parsons, now known as “PJ” and identifying as a “transgender woman”, has unsuccessfully sought to have an extended supervision order (ESO) lifted by the Supreme Court.
CONTENT WARNING: Parsons was convicted in 1995 for abducting and raping a 12-year-old girl in Dunedin, an act that involved tying a rope around the victim’s neck until she lost consciousness before the assault.
After serving an 11-year prison sentence, Parsons has been under various forms of supervision, including parole and ESOs, due to the high risk of reoffending. In 2017, it was noted by the High Court that “gender issues” played a role in Parsons’ criminal behaviour. Despite claiming that his predilection for such offenses was now “latent,” Parsons’ appeal was rejected by both the Court of Appeal and the Supreme Court, maintaining that he still posed a significant risk to public safety.
Parsons’ attempts to end supervision were based on the argument that his urges were now only “potentially triggered” under “specific circumstances”, which he claimed was not equivalent to the “intense drive, desire or urge” described in the Parole Act for justifying an ESO.
However, the courts disagreed, highlighting instead the need for community protection over Parsons’ liberty rights.
Parsons has had multiple brushes with the law post-release, including incidents in 2015 and 2016 involving inappropriate interactions with a minor, and a 2021 conviction for possessing objectionable material involving child sexual abuse. The Department of Corrections has indicated that they will review Parsons’ case in 2026, a year before the current ESO’s expiration in February 2027, to decide on potentially extending it further.
