While many people around the world were distracted and confused by what seemed to be the failure of the WHO to reach an agreement prior to the 77th World Health Assembly, a significant treaty signing ceremony took place across town in Geneva at the World Intellectual Property Organization (WIPO) on Friday, May 24, 2024.
The new WIPO treaty will require the disclosure of the country of origin of genetic resources used in any patent application. This treaty seemingly broke a logjam in WHO negotiations, resulting in a last-minute agreement to adopt amendments to the International Health Regulations (IHR), according to negotiations expert James Roguski.
On Saturday, June 1, 2024, the 77th World Health Assembly adopted these amendments and agreed to extend the negotiations of a new “Pandemic Agreement” for at least one full year. However, a special session of the World Health Assembly could be convened before the end of 2024 if consensus is reached.
The Amendments to the International Health Regulations (IHR)
Throughout the WHO negotiations, no attention was given to the failures and damage caused by lockdowns, social distancing, travel restrictions, mask mandates, and the fraudulent use of RT-PCR as a diagnostic test, wrote Roguski. Similarly, adverse events caused by drugs like Midazolam and Remdesivir, or the failures and harms of COVID-19 vaccines, were not addressed.
Understanding the amendments requires familiarity with terms like “global public goods” and “vaccine apartheid,” says Roguski.
The negotiations primarily aimed to ensure equitable access to pandemic-related products for low and middle-income nations. The solution agreed upon involves creating a “Coordinating Financial Mechanism” to facilitate what Roguski called ‘a massive transfer of wealth’ to build manufacturing and distribution capacity globally. Articles 13, 44, 44bis, and 54bis set the groundwork for this scheme, lacking details on funding sources, recipients, or priorities, and failing to establish auditing requirements, thereby enabling potential conflicts of interest and large-scale corruption.
Speaking after the last round of WHO negotiations, former New Zealand Director-General of Health and now Co-chair of WGIHR Ashley Bloomfield said providing ‘equitable access’ to ‘health products’ for poorer countries was one of the key drivers in the amendments. He lauded the creation of a ‘financial mechanism’ to ‘support’ developing countries.
‘And so coordinating financial mechanism provides, a really solid and now kind of legally binding obligation for states parties, to the IHR, to lean in to ensure that this platform is established and the work on that can start immediately,’ said Bloomfield.
However, the amendments have been criticised for their vagueness and potential for misuse of funds and exacerbating the concerns of ongoing corruption at the WHO, which receives a significant portion of funding from the Bill & Melinda Gates foundations and the makers and promoters of highly controversial mRNA gene therapies marketed to the public as ‘vaccines’.
The “Pandemic Agreement”
Despite initial optimistic reports, the “Pandemic Agreement” was not defeated. Instead, the mandate of the Intergovernmental Negotiating Body INB) was extended to finalise its work by the 78th World Health Assembly in 2025 or earlier if possible. This agreement aims to incentivise the search for pathogens with pandemic potential, leading to the development of profitable products to be distributed globally by the WHO.
Of particular concern is the agreement’s structure as a ‘framework convention’, similar to the Framework Convention on Climate Change. This would establish an ongoing Conference of the Parties, adopting protocols with minimal public input or scrutiny.
The WIPO treaty has resolved intellectual property disputes, and the IHR amendments have addressed financing issues. Contrary to activists’ claims of victory, these developments indicate that the WHO’s power expansion is well underway, with the “Pandemic Agreement” on track for adoption before the end of 2024. This raises significant concerns about transparency, accountability, and the potential for misuse of power and resources within the global health governance framework.
The next meeting of the INB to negotiate the “Pandemic Treaty” is scheduled for Tuesday and Wednesday, July 16-17, 2024 (Swiss Time) in Geneva, Switzerland.
Only the opening and closing plenary sessions of the INB will be open to WHO Member States, Associate Members, Observers and regional economic integration organisations, and relevant stakeholders, evidencing a lack of transparency as all other proceedings appear to be scheduled to take place behind closed doors.

Rather scary what is going on behind closed doors with the WHO with little to no mention in mainstream media.If they (WHO) had simply waited for the reported outcomes of all of the Covid official Inquiries around the world and were actively willing to unravel the debris and causal link of adverse reactions and deaths attributable to the vaccine campaign then we may view this differently.
Until these issues are transparently, honestly and with integrity are addressed publicly, any level of public support for the WHO initiatives will likely remain widely unsupported.
Dr Bloomfield needs to rebuild trust and get the backing of the NZ public. Without this we all risk our country reverting back to a look and feel of 2021 to 2023…divisive, untrusting and hesitant in all things Health.
2024 has been a year of rebuilding, acceptance and grieving for many (who have lost loved ones prematurely). We do not need the WHO interference, control and inept planning.
