HHS ends dozens of mRNA projects while fast-tracking ‘Bird Flu’ jab tied to Bill Gates – journalist

The U.S. Department of Health and Human Services (HHS) has announced the termination of 22 federally funded mRNA vaccine projects worth nearly USD $500 million, citing failure to protect effectively against upper respiratory infections like COVID-19 and influenza.

While the move has been hailed by some as a decisive shift away from the controversial platform, investigative journalist John Fleetwood warns that the announcement masks a deeper strategy to re-orient mRNA technology toward bird flu pandemic preparation.

According to HHS Secretary Robert F. Kennedy Jr., the cancelled contracts reflect a “comprehensive review” of investments made under the Biomedical Advanced Research and Development Authority (BARDA) during the COVID-19 emergency. “We’re shifting that funding toward safer, broader vaccine platforms,” Kennedy stated, emphasising “whole-virus platforms” and technologies with stronger safety records.

However, Fleetwood’s reporting reveals that some mRNA projects are still proceeding—most notably ARCT-2304, a self-replicating H5N1 ‘bird flu’ vaccine developed by Arcturus Therapeutics. Backed by BARDA, the Gates Foundation, and granted ‘Fast Track’ designation by the FDA under the Trump administration, the vaccine is the only Arcturus candidate currently identified in active government contracts.

In his Substack Fleetwood argues this continuation suggests the cancellation announcement is more strategic than scientific. “This isn’t a retreat from mRNA—it’s a redirection,” he said, warning that ARCT-2304’s self-replicating design may pose new safety concerns. Moderna scientists have previously flagged similar platforms for “unacceptable toxicity,” and no long-term data has been made publicly available for the bird flu shot.

The Arcturus vaccine received FDA approval in late 2024 and was fast-tracked in April 2025—just one month before the Trump administration launched a new $500 million programme, “Generation Gold Standard,” aimed at developing U.S.-owned pandemic vaccines, including for bird flu.

Globally, the shift toward self-amplifying mRNA continues apace. European regulators recently approved Kostaive, Arcturus’ COVID-19 mRNA vaccine, while Japan greenlit ARCT-154, a self-replicating jab designed to produce more spike protein than first-generation shots. Both received support from the Gates Foundation and major investors like BlackRock.

Fleetwood argues the continued push for bird flu vaccination—particularly with lab-enhanced H5N1 strains—suggests a coordinated effort at pandemic orchestration. “This is pandemic prep 2.0, and the public is footing the bill,” he warned.

In total, the wind-down order affects major institutions and pharmaceutical firms:

  • Cancelled: Moderna/UTMB’s mRNA-based H5N1 bird flu project
  • Terminated: Emory University and Tiba Biotech contracts
  • De-scoped: Contracts with Luminary Labs, ModeX, and Seqirus
  • Rejected: Proposals from Pfizer, Sanofi Pasteur, CSL Seqirus, and Gritstone
  • Restructured: Joint programs with the Department of Defense, including projects with AstraZeneca and HDT Bio

Despite these terminations, Fleetwood emphasizes that the government’s pandemic preparedness strategy remains focused on rapid vaccine deployment, now centred on bird flu. “They want you to think mRNA is done. It’s not. It’s mutating—and it’s being funnelled into the next phase of pandemic response.”

The announcement, Fleetwood concludes, may be “bread before the meal”—a public relations manoeuver that precedes a new chapter in vaccine development under the same controversial technological umbrella.

  1. Well if kill gates, that paragon of virtue is behind it, and its being fast tracked, it must be safe and effective then, eh.

  2. Anyone thinking one side of the globalist equation is going to allow a government to come about that overrules its un/stated globalist goals, is being absurdly naive. There may be earnest people inside the system but they are still governed and constrained, by that system. Its going to take ordinary people, this time around to stand up to these creeps and its not going to be the majority of people, instead critical thinkers, constituting a small but meaningful minority.
