Alberta’s leading separatist groups are declaring victory after the provincial government unveiled sweeping changes to citizen-initiated referendum rules, calling Bill 14 a historic step toward an eventual vote on independence from Canada.
The Justice Statutes Amendment Act (Bill 14), tabled this week, removes several procedural barriers that independence advocates say have long prevented Alberta-first initiatives from reaching the ballot.
The Alberta Prosperity Project (APP), the province’s most prominent pro-separation organisation, said the overhaul effectively clears the path for a referendum drive that Elections Alberta could previously block or delay.
“This is a massive win for Alberta’s future,” APP CEO Mitch Sylvestre said in a press release. “Bill 14 doesn’t just remove barriers; it hands us the keys to the referendum we deserve. We’re seizing this moment to build a prosperous, independent Alberta.”
The legislation eliminates pre-screening requirements that forced citizen-driven petitions to comply with Sections 1 to 35.1 of the Constitution Act, meaning Elections Alberta will no longer vet proposed referendum questions for Charter compliance. Oversight of the initiative process has also shifted from the Chief Electoral Officer to Justice Minister Mickey Amery — a move separatists say will prevent bureaucratic roadblocks that previously stalled their efforts.
At a Thursday press conference, Amery said the law was designed to make democratic participation “simpler” and “more permissive,” not to favour any particular movement. He confirmed that all ongoing court cases related to unapproved initiative applications — including those launched by the APP — will automatically cease once Bill 14 takes effect.
“Whether I like the question or not, whether I agree with the question or not is completely irrelevant,” Amery said. He insisted the changes were not crafted with separatists in mind but instead aimed at ensuring Albertans can freely advance issues they deem important.
APP General Counsel Jeffrey Rath said the organisation’s long-running legal fight is now moot and that a full petition campaign will officially launch in January 2026. He told True North the group has already gathered more than 300,000 pledges to sign — far exceeding the 177,000 valid signatures required within a 120-day window.
