A Democratic Party attempt to limit President Donald Trump’s ability to launch military action against Venezuela without congressional approval has failed in the US House of Representatives, after Republicans blocked the measure in a 215–215 tie vote.
The proposed war powers resolution would have required the president to withdraw US armed forces from Venezuela unless Congress formally declared war or passed specific legislation authorising the use of force. Democrats argued the move was necessary to reassert Congress’s constitutional role in decisions over military action.
Massachusetts Democrat Jim McGovern, who introduced the resolution, condemned the outcome, saying Republicans had failed to hold the administration to its promise to consult Congress before taking action. He accused the White House of still not providing clear justification for placing US troops at risk.
Republicans rejected the premise of the resolution, arguing it addressed a scenario that does not exist. Florida Republican Brian Mast said there were no US forces actively fighting in Venezuela, dismissing claims of an undeclared military engagement.
The vote follows Democratic criticism of Trump’s recent order for a rapid raid in Caracas that led to the capture of Venezuelan President Nicolás Maduro. While the operation resulted in no US casualties, Venezuela’s government denounced it as a flagrant breach of its sovereignty.
