A Cabinet paper issued in the name of Chris Hipkins shows that advice from the Covid-19 Vaccine Technical Advisory Group (CV TAG) was shared with ministers in March 2022, months before a public push to promote booster vaccinations for teenagers.
The document indicates CV TAG had previously raised concerns about the potential risks of additional doses in younger age groups, noting that two doses “may add unnecessary risk” by increasing the likelihood of myocarditis. Despite this, Hipkins and then Director-General of Health Ashley Bloomfield publicly promoted booster uptake during a joint press conference on 6 April 2022.
At that briefing, both emphasised confidence in the safety and approval process behind the vaccines, while also referencing advisory guidance supporting vaccination for older teenagers but not routinely recommending it for younger age groups.
The sequence of events has drawn attention to the timing and communication of official health advice, particularly in relation to how risk assessments were conveyed alongside public messaging encouraging Covid ‘vaccination’ among teenagers.
“The fact that both Hipkins and Bloomfield continued to actively promote a multi-dose approach for teenagers — despite both knowing the advisory group had already warned that two doses may add unnecessary risk of myocarditis and they kept this information from parents, is simply indefensible,” wrote researcher @Suitandtie9999 on X.
