Fauci aide admits plot to hide Covid records

A former senior adviser to Anthony Fauci has pleaded guilty to conspiring to conceal federal records connected to US-funded coronavirus research and the origins of Covid-19, admitting he deliberately used private email to keep communications beyond the reach of public scrutiny.

David Morens, who served as a senior adviser at the National Institute of Allergy and Infectious Diseases (NIAID) from 2006 until 2022, entered the guilty plea in federal court in Greenbelt, Maryland, on Tuesday. He admitted conspiring to commit offences and defraud the United States by circumventing Freedom of Information Act (FOIA) requirements.

The admission represents a remarkable fall for a senior government scientist entrusted with public responsibilities. Rather than preserving official communications as required, Morens acknowledged deliberately shifting sensitive discussions onto his personal Gmail account to frustrate attempts by journalists and others to obtain government records.

The conduct was hardly accidental. Emails uncovered during the investigation showed Morens boasting that he had learned from an “FOIA lady” how to “make emails disappear”.

Other correspondence was potentially even more damaging. Morens wrote that material could be passed to “Tony” — apparently referring to Fauci — through private Gmail or by physically delivering it. He added that “Tony” was “too smart to let colleagues send him stuff that could cause trouble”.

The communications related to US-funded coronavirus research at the Wuhan Institute of Virology, an institution at the centre of the long-running dispute over whether Covid-19 emerged naturally or resulted from a laboratory-related incident. US funding for the research was terminated in 2020 as scrutiny of the Wuhan work intensified.

According to prosecutors, Morens and associates worked behind the scenes to have funding restored, challenge the lab-leak hypothesis and exchange non-public government information through private communications channels.

Morens also admitted participating in an illegal gifts arrangement involving the head of the nonprofit organisation associated with the Wuhan-linked grant. He received wine in appreciation for what was described as his “behind-the-scenes shenanigans”. Prosecutors said Morens discussed producing scientific commentary favouring a natural origin for Covid-19 as something he could do to “earn” the gift.

The guilty plea severely undermines Morens’ previous standing as a senior public health official and confirms that efforts were made inside the federal health bureaucracy to prevent potentially significant Covid-related communications from becoming public records.

Morens had been indicted in April on charges including conspiracy against the United States, destroying or falsifying federal records, concealing records, and aiding and abetting. Under his guilty plea, he faces a maximum sentence of five years in prison, with sentencing scheduled for November 12.

The case also places further attention on Fauci and what information circulated among senior officials during the pandemic. Critics have long questioned the extent of US support for coronavirus research in Wuhan and the government’s early dismissal of the possibility that the pandemic began with a laboratory incident.

Fauci has denied wrongdoing. During a Senate appearance last month, however, he invoked his Fifth Amendment right against self-incrimination repeatedly while being questioned about Wuhan research, Covid’s origins and his conduct during the pandemic. A Republican-led committee subsequently voted to hold him in contempt of Congress.

Former President Joe Biden granted Fauci a broad pre-emptive pardon shortly before leaving office, covering potential federal offences between 2014 and January 2025. Fauci has characterised attempts to pursue him criminally as an “unhinged” campaign.

The precise origin of Covid-19 remains disputed. US intelligence agencies have reached differing conclusions, with the FBI and CIA favouring a laboratory-related origin while other agencies have supported natural animal-to-human transmission. China continues to reject allegations that the virus escaped from a Wuhan laboratory.

Whatever ultimately emerges about Covid’s beginnings, Morens’ own guilty plea establishes something considerably less ambiguous: a senior federal health official deliberately participated in a scheme to keep government communications away from the public-record system designed to expose them.
