On the heels of a significant rise in the latest Taxpayers’ Union-Curia poll—which now places the NZ Outdoors & Freedom Party (NZOFP) at 1.7%, the party has officially unveiled a cornerstone of its 2026 General Election platform: the ACC Justice & Accountability Statement.
Launched today by NZOFP List Candidate and policy development lead Aly Cook, the two-pronged strategy is designed to fundamentally dismantle the “adversarial culture” currently embedded within the Accident Compensation Corporation (ACC). The policy arrives as the party gains momentum, positioning itself as a serious contender for voters demanding a total overhaul of the systems that have failed New Zealanders.
The centerpiece of the policy is the “One Doctor” Rule, which mandates that the diagnosis of a qualified New Zealand Medical Specialist or GP be final, ending the era of ACC “expert shopping.”
Part 1: Ending the War on the Injured
“This is about every Kiwi who has ever been let down by a system that is supposed to catch them when they fall,” says Cook. “In my own family, I have seen the money spent on fighting what our specialists had to say regarding both a hernia and a vaccine injury. It is a universal struggle against a system that has lost its way.”
Cook’s son’s experience serves as a harrowing example of the current breakdown of our health & ACC systems. “His story involves lost records and referrals vanishing between four different hospitals while he suffered from pericarditis. But the worst part was the systemic bullying, “ACC stacked their own hired cardiologist against my son’s cardiologist in a vicious battle at ICRA. When the system spends taxpayer money to hire ‘experts’ specifically to discredit a patient’s own treating specialist, it is just wrong, and it needs to change.”
To fund this change, Cook identified a $61.5 Million “Justice Dividend” by cutting the bureaucracy used to deny claims.
The NZ Outdoors & Freedom Party’s audit of bureaucratic waste includes:
- $16.5 Million on the salaries and superannuation of 150 Internal Review Specialists whose primary role is to re-evaluate already professional medical diagnoses.
- $22.5 Million in bulk-funding for outside agencies like FairWay and ICRA to manage a dispute process that should not exist in a collaborative system.
- $18.4 Million spent on external “expert” reports—frequently used as a tool to contradict a claimant’s own doctor and justify declining support.
- $4.1 Million drained by external legal fees and the mounting costs of taking these disputes through the court system.
“That is $61.5 million every single year that could be moved away from the lawyers and the paper-pushers and put directly into surgeries, rehabilitation, and frontline care,”
Part 2: The Pfizer Breach of Contract Policy
The second phase of the package utilizes part of the one year of $61.5 million savings to hire a world-class legal team to pierce the “indemnity shield” protecting Pfizer and reclaim costs for injured New Zealanders.
Newly obtained OIA data from January 2026 reveals that the true cost of vaccine-related injuries and deaths has been underrepresented.
“In January, ACC released a proactive figure of $16,877,835, but we quickly realized the figures for the six COVID-19 vaccine deaths and permanent injury claims were omitted. When you add the $1,284,253 paid to the families of those who died and the $819,580 in permanent injury payouts, the new figure spent on COVID-19 vaccine injury and death is $18,981,668.“ — Aly Cook
The Accountability Strategy includes:
- Piercing the Indemnity Shield: Pursuing Pfizer for Breach of Warranty on the basis that they failed to provide transparent efficacy and safety data during procurement.
- Statutory Right of Recourse: Amending the Accident Compensation Act 2001 to allow ACC to recover costs from manufacturers in cases of fraudulent science or deceptive safety claims.
- Full Transparency: The immediate release of the unredacted New Zealand Pfizer contract.
“The New Zealand government has acted as Pfizer’s unpaid insurance company while the ACC acted as its defense lawyer,” Cook concludes. “We should be taking some the $61 million they currently use to fight you, and we are using it to fight for you. One Doctor. One Decision. Full Accountability.”

Great work Aly. One diagnosis by one doctor should be enough. You are right, Doctor shopping to avoid accountability is a disgrace. The stress ot puts the patient under is compounded by having to prove they are injured time and again. Also what’s with the lost patient notes and test records? Our country is broken and corrupt.
Absolutely this has been happening for a long time before covid its wrong and I do know that doctors hate it and the disputed cause a lot of paperwork for them, so there are all sorts of benefits, but in reality they have been using our money to fight us .

Thinking you can fix a rigged scam “democracy” by adding another party is like walking into a casino you know is rigged and placing a bet.
The “system” needs to change. Unfortunately revolutions usually result in bad – or even worse results. The best hope is a) the majority rejects the system; and/or b) the system completely fails and an alternative can be installed before the jackals arrive.
I’ve always voted for small parties, but the majority still keeps voting for the two main horses in the scam democracy – voting in the current rigged system won’t change anything.

Some of the good silent doctors need to get together and do the right thing for once. They have the power in numbers to take down the system by pushing back on all the madness they are pressured to accept. Silence is not good enough anymore. I suggest they form a group outside the medical council and health nz. Something a bit like NZDSOS but with a wider scope – basically doctors with integrity who work according to the Hippocratic oath in its truest form, informed consent, treatment of needs not race, natural therapies embraced where possible, respect of NZBORA.

So they only cry over a vaccine, what about years of injured workers not getting paid. Honestly ACC is a failure all round. If only someone would stand up for the workers and bring in suing, like every other darn country in the world. We pay a lifetime of ACC levies and what for? If it was something else people argued for it may change but not for vaccines. It is long overdue but they are fighting the wrong battle. Good luck kiwis.

This is not just about Vaccines its about all injuries. It is wrong that ACC pitches specialists against other specialists all in the name of turning people down that need support this happens all the time not just with Vaccine treatment injuries. We went from 145,00 per year spent on vaccine injury claims to 3.5 million per year on Vaccine injury claims in 2022 and every year since and it have bought this to the fore . But this has been a happening with many injuries before this . It need to change .
The ACC Act should be repealed. Then that allows accident victims to sue for damages. Come next month ACC levies on workers increase yet again. Someone earning $100,000 a year will pay $1,750 into the ACC scheme regardless of their accident risk.
Scrap ACC and let individuals decide whether they wish to purchase personal accident cover from an insurance company or bank the money that they are currently forced to pay to ACC via their income tax.
I think ACC is a money laundering scheme of the Govt so they can use the money elsewhere rather than help genuine Kiwi needs. Hence they go to all that trouble to defunck legitimate claims, to give themselves large payouts.
It’s a crock alright and people shouldn’t be forced to pay it out of their wages each week. Especially when they need to use it, they’re denied it.

Removing ACC will also make NZ safer – because unsafe corporates (White Island disaster, Tauranga Council slips) cannot hide behind the ACC regime which limits the liability for those culprits.
Without ACC, we will instead see class action lawsuits by victims in NZ which will hugely raise the costs of unsafe corporate behaviour which inturn will incentivise such corporates to choose safer service provision and methodologies.

If it weren’t for the minor detail that the “government” is actually a bunch of administrating overseers for a colony under the control of a tiny, but very powerful clique of “elites”; and the “democratic process” is a sham which is managed and controlled, then this “election” policy would be an attractive proposition for “voters”.
I expect the next election will see very little, or nothing in the way of change – although the selected administrators (from either or the two wings of the uni-party with some added garnish from minority parties and of course the Maoris) might be putting out a demand to draft all your children for their overseers benefit.

Word of mouth is probably the best marketing technique for results. Keep talking and spreading the message. 5% won’t be enough to change anything. If >50% of the country reject the system change might happen.
To my way of thinking it is the party system that needs to change. It is inherently corruptible and not flexible enough to cater to a diverse population. Direct democracy, where decisions are made by referendum would be a good option. If you have a change you want to make, can get the required amount of supporters to get your proposition on the ballot the citizens can decide if it’s an idea they will, or will not support. It would cut out the corruption and career politicians to a great degree. It works in Switzerland, and Switzerland is a relatively successful country.
The Swiss system requires 50,000 valid signatures to get a proposition onto the ballot for a country of 10 million.
I’m a Kiwi through and through. My great great (great) grandparents were on the original ships to this country and I’ve represented NZ successfully internationally at sport. I’m now in my 70’s.
I love my country but I now believe we are one of the most corrupt countries on earth.
