UK Chancellor says he must stop billionaires leaving but signals capital gains tax rise

UK Chancellor John Healey said he wants to stem the exodus of billionaires from the UK, but has signalled a capital gains tax rise in the 28 October Budget.

Healey said Labour wanted the wealthy to stay because “they create the jobs”. Hedge fund founder Chris Rokos, the UK’s third-biggest taxpayer, who paid an estimated £330 million in taxes in 2025, said he would move to Greece.

Greek officials courted Rokos for months and in June cut the tax on hedge fund bonuses from 15% to 5%. Economist Arthur Laffer, who created the Laffer Curve, has said the UK is taxing itself to death.

  1. Okay, so how is UK Chancellor John Healey going to make ends meet when just so many billionaires leave?

    Its not just the hundreds of millions in tax, its the employees who will move to another country.

    • United Kingdom – Exchange Controls (1939–1979) Imposed at the outbreak of WWII under the Emergency Powers (Defence) Act 1939. They remained in place for 40 years. They restricted foreign currency purchases, overseas investments, and moving capital abroad. They were NOT finally abolished by Thatcher in October 1979.

  2. This is exactly whats going to happen here if Labour, TOP and the Greens get in. Here’s a list of some of the wonderful possible taxes they have in store for us:

    -CGT (a lot more of it)
    -Wealth tax (which failed in Norway when people fled)
    -Death/inheritance tax (Europe without the world class healthcare)
    -28% base base rate (you don’t need it, people who don’t work do!)
    -Land value tax -0.5% rural, 1.75% everywhere else (no retiring for you peasants, work until you drop)

    Suffice to say anyone sticking around for this who has money is insane.
