A group of youths armed with metal and wood climbed onto the roof of the Korowai Manaaki Youth Justice Residence in Wiri, South Auckland, and spent the night shouting obscenities, smashing parts of the rooftop, and displaying gang signs.

I suppose its out of the question to use fire hoses because the inmates’ iwi owns the water and they haven’t given their permission?
