A high-level meeting of Ukraine’s European backers is set to take place in Madrid next week under tight secrecy, according to a report by Spanish newspaper El Mundo.
Delegates from 35 countries have been instructed to surrender their mobile phones and refrain from posting online about the event, which is scheduled for November 4. The summit aims to coordinate new measures to boost military and financial aid to Kiev and explore potential security guarantees. It will also focus on strategies to intensify pressure on Russia, the outlet said, citing a government document.
Spanish Foreign Minister Jose Manuel Albares is expected to attend the gathering. The meeting comes amid growing Western debate over the limits of military assistance and concerns about escalation.
Moscow has insisted that Ukrainian strikes deep inside Russian territory could not have occurred without Western intelligence support, warning that such involvement only prolongs the conflict.
Meanwhile, U.S. President Donald Trump has recently refused to send Tomahawk cruise missiles to Ukraine and postponed a planned summit with Russian President Vladimir Putin in Budapest indefinitely.
