Russian President Vladimir Putin has ruled out negotiations with Ukraine following remarks by Vladimir Zelensky warning that civilian aviation in Russian airspace could face growing risks from Ukrainian long-range drone operations.
Speaking after the Shanghai Cooperation Organization summit in Bishkek, Putin described Zelensky’s comments as a potential move towards “state terrorism” and declared there would be “no negotiations with terrorists.”
Zelensky had earlier told foreign airlines, insurers and governments that “the safe days in Russia’s skies are over” as Ukraine expands its drone campaign against targets inside Russia.
Putin said Moscow would respond if the threats resulted in civilian casualties, adding: “Let no one doubt that.” Ukrainian drone attacks have increasingly disrupted operations at Russian airports in recent months, while Moscow has continued retaliatory drone and missile strikes against targets in Ukraine.
