
Chelsea have been fined a Premier League record £10.75 million after two disciplinary investigations found historic breaches involving undisclosed third-party payments and youth development rule violations.
The Premier League said the club’s current owners voluntarily reported potential breaches in 2022, leading to findings that between 2011 and 2018 third parties linked to Chelsea made undisclosed payments to players, unregistered agents and others for the club’s benefit during the ownership of Roman Abramovich.
Chelsea also received a one-year first-team transfer ban suspended for two years, plus an immediate nine-month academy transfer ban linked to academy player registration issues between 2019 and 2022.
The league said revised financial submissions showed Chelsea would not have breached profitability and sustainability rules even if the payments had been declared, while the club said it fully cooperated throughout the investigation. The fine surpasses the previous Premier League record of £5.5 million imposed on West Ham.
