Italy’s government has formally rejected all amendments to the International Health Regulations (2005) adopted by the World Health Organization (WHO) at the 77th World Health Assembly.
Health Minister Orazio Schillaci’s said the decision, made in accordance with Articles 55, 59, and 61 of the regulations, protects Italy’s healthcare sovereignty by preventing international mandates from overriding national authority. Supporters of the move, including Deputy Foreign Minister Edmondo Cirielli, argue that the WHO demonstrated serious shortcomings during the COVID-19 pandemic and that the amendments would impose binding measures without democratic input or regard for national contexts.
Cirielli described the WHO’s proposed changes, known as ‘the Pandemic Treaty’, as “bureaucratic centralism” and warned of drastic measures being imposed without parliamentary debate. He maintained that rejecting the amendments is not an act of narrow nationalism but a constitutional and democratic responsibility to Italian citizens. He further criticised the inclusion of mandates on digital certificates, patents, financial contributions, and vague “disinformation controls”, suggesting these would undermine national autonomy.
