Power struggle erupts between von der Leyen and Kallas over EU diplomatic control – report

A fierce power struggle has reportedly broken out at the top of the European Union, with European Commission President Ursula von der Leyen and EU foreign policy chief Kaja Kallas battling for control of the bloc’s diplomatic and intelligence machinery.

According to French media outlet Le Monde, the rift has escalated into a behind-the-scenes showdown likened by insiders to a real-life “Game of Thrones.”

Sources say von der Leyen has steadily centralised authority by building up new Commission-controlled units, including a defence industry directorate and an alleged intelligence arm – duplicating functions traditionally carried out by Kallas’ European External Action Service (EEAS). Officials within INTCEN, the EU’s existing intelligence centre housed under the EEAS, fear their role will be weakened as responsibilities shift to the Commission.



Tensions reportedly peaked when Kallas tried to appoint former senior EU figure Martin Selmayr to a high-ranking EEAS post, a move von der Leyen viewed as a direct challenge. She responded by creating a lower-level position for Selmayr, effectively blocking the appointment.

Critics have long accused von der Leyen of centralising power and sidelining both member states and EU institutions. Kallas, meanwhile, has raised eyebrows with a series of controversial remarks that some diplomats believe have harmed the EU’s standing abroad.
