Former Police Commissioner Andrew Coster has resigned as chief executive of the Social Investment Agency following the damning Independent Police Conduct Authority report into police handling of sexual offending allegations against former Deputy Commissioner Jevon McSkimming.
Coster, who was stood down after the report’s release, tendered his resignation on Wednesday.
Public Service Commissioner Sir Brian Roche confirmed his immediate departure, noting that while the IPCA found no evidence of corruption or an intentional cover-up, it identified significant leadership failures within the organisation Coster led.
Ministers Judith Collins and Nicola Willis both said Coster made the right call, with Willis adding that police actions under his leadership had “fallen far short of acceptable standards”.
Coster, who became the Social Investment Agency’s chief executive in November 2024 after leaving the police, accepted responsibility for the systemic failures identified in the report. He was appointed Commissioner of Police in April 2020 on the recommendation of the government, with then-Prime Minister Jacinda Ardern announcing the selection and praising Coster’s leadership qualities. Coster served in that role until 10 November 2024, when he transitioned to a role as Secretary for Social Investment.

Why then did Willis employ Coster in her department?
Who will be prosecuted for hiring a police commissioner who:
– didn’t have the experience,
– didn’t have the backing of police staff,
– aided and abetted criminal enterprise with policing by consent?
– didn’t find, arrest. and deport convicted drug dealer Sroubewck.
– attempted to limit the scope of the IPCA investigation, protecting McSkimming’s position.
We knew Coster fell short of standards 5 years ago yet bizarrely Willis rehired him in her social investment agency??
FAFO – this keeps getting better and better, now we just need to get rid of his disgusting relative that gave him the job in the first place!

The uncovered McSkimming affair showed us morally corrupted people are at the highest level at the Police.
The two high-ranking Police members who visited McSk while he was under investigation and prior to charges being made showed us they behave with unaccountibility and now impunity.
Coster showed us these corrupt members are an Institutional Class within the Police; by protecting McSk for many years.
The Crown Prosecutors Office who railed against McSk whistle-blower to silence her showed us the Crown protects this Class of Police.
We are told the vetting process for the high-rank within the Police is secret. Are we talking secrete society stuff? Does it extend to high-level within the Crown? All of this is deeply concerning.
