Government tightens Jobseeker rules for 18–19-Year-olds

Thousands of young New Zealanders will be affected by two new government measures aimed at reducing long-term benefit dependency, Social Development and Employment Minister Louise Upston announced today.

From November 2026, 18- and 19-year-olds without dependent children will no longer automatically qualify for Jobseeker Support. Instead, they will have to pass a new ‘Parental Assistance Test’ showing either that their parents earn below a set income threshold or that they cannot reasonably be supported by them. The current income limit—$65,529 for a couple with children on the Supported Living Payment—will be updated annually.

Upston said the change brings forward a Budget initiative and targets welfare to those most in need. “Young people will be expected to first be supported by their parents,” she said. “I have far greater hopes and aspirations for those young Kiwis than a life on welfare.”

According to ministry data, 15,045 young people aged 18–19 are currently receiving the Jobseeker benefit. Modelling indicates that those entering the system before age 25 spend on average 18 years or more on a benefit over their lifetime.

The minister also unveiled a new incentive for young jobseekers who engage with the Ministry of Social Development’s *Community Job Coaching* programme. From October 2026, 18- to 24-year-olds who have been on a benefit for at least 12 months, find work, and stay off welfare for a year will be eligible for a $1,000 bonus payment.

Upston said the measures form part of the National-NZ First coalition’s ‘Welfare that Works’ policy and reflect the government’s focus on moving young people into sustainable employment. “Going on welfare when you’re young is a trap,” she said. “We’re determined that young New Zealanders see education, work and training as their best options for the future.”

Additional initiatives already introduced include a phone-based employment case management service, regular work seminars, a traffic-light compliance system, and 4,000 places for youth in community job coaching programmes.

    Here how you can do it:
    Remove all parliamentary privileges after the no longer work in the government including air travel
    Retirement income capping – no benefit if one earns more than $160.000 a year
    Remove all GST and Income tax and replace it with a 1% Financial Transaction Tax on everything, including big tech and finances, the exercise has been done and it is workable
    That would save you much more Luxon.
    By the way, I bet the sinking of the Navy vessel by your DEI commander would cost more than the benefit of the school leavers

    But yet NZ can contribute over $100 million to military adventures on foreign soils in sheer folly to a war that is already lost?
    Where is the logic in that.
    Another mishap and casualty in displaying complete lack of judgement in contributing to the mess NZ now finds itself in was in printing $66 billion during a supposed pandemic for a virus that was never proven to exist going against and not listening to treasury advice leading to higher inflation aggravated through an incompetent head of the Reserve Bank who in dereliction of duty and asleep at the wheel failed to act decisively in raising interested rates soon enough and then through complete oversight failed again to lower them quick enough.
    Adrian Orr was first appointed as Governor of the Reserve Bank of New Zealand in 2018 by Grant Robertson, who was then Minister of Finance under the Labour-led government.
    His initial five-year term began on 27 March 2018, and he was reappointed for a second term in November 2022, again by Grant Robertson.
    The economic whizz kid has since written a book as a cover story as to his ineptitude and complete lack of understanding in basic economics in driving the country into a ditch.
    We are surrounded by incompetent fools who call themselves politicians who in reality are crisis actors administering damage control in perpetual motion.
    But we were warned just like when Israel wanted a King like the other nations what to expect from world governments who cannot and never will deliver.
    YAHWAH (YHWH) warned Israel that choosing a human king would lead to oppression, conscription, taxation, and servitude—ultimately rejecting divine kingship for worldly rule.

    So essentially another tax on parents, of young people who are essentially adults, whilst this incompetent government not only fails to fix our flagging economy but engages in wasteful spending on frivolous nonsense and treats NZ as a dumping ground for cheap imported labour. Small wonder the young can’t find work.

    Time to show you the door National and bar Labour from entering. To my mind, both of you have both demonstrated again and again, that you are bad for New Zealand and New Zealanders. GET LOST!!!!!
