Workplace Relations and Safety Minister Brooke van Velden has announced a major overhaul of how WorkSafe New Zealand’s funding is managed, saying the change will “improve transparency, financial oversight, and accountability” as broader health and safety reforms advance.
The Government has shifted WorkSafe’s funding into a multi-category appropriation, a structure van Velden says will give clearer visibility of how money is spent and how the regulator is performing. She noted that while WorkSafe’s financial management has improved under its new operating model, the agency has previously struggled to demonstrate the cost and effectiveness of its activities — making it difficult to judge value or consider bids for additional funding.
The reform follows recommendations from the independent SageBush review, which highlighted weaknesses in WorkSafe’s resource-allocation framework and past financial management challenges. Van Velden stressed that although the funding structure is changing, WorkSafe’s total budget remains the same.
As part of the shift, the Government will split WorkSafe’s appropriation into five new categories: Engaging to Support Best Practice in Work Health and Safety; Enforcing Work Health and Safety Compliance; Authorising and Monitoring Work Health and Safety Activities; Energy Safety; and Major Hazard Facilities. Van Velden said the move reflects a stronger emphasis on support, engagement and guidance — aligning with the goals of the wider health and safety system reforms.
