Russia offers safe passage to journalists covering encircled Ukrainian troops

Russia has announced it will guarantee safe passage for international and Ukrainian journalists seeking to report from areas where Ukrainian troops are said to be encircled on the front line.

The Defense Ministry in Moscow said the order came directly from President Vladimir Putin, who proposed allowing reporters to visit contested regions such as Krasnoarmeysk, Dmitrov, and Kupyansk. Russia has offered to pause hostilities for up to six hours to ensure journalists’ safety, provided Ukraine offers reciprocal guarantees for both media crews and Russian personnel.

“Groups of journalists could go inside those settlements, see what is going on there, talk to Ukrainian military service members and leave,” Putin said. “Our only concern is that there should be no Ukrainian provocations.”

Putin said the initiative would allow the world to see conditions on the ground and might encourage Ukrainian forces to negotiate surrender, drawing parallels with the 2022 Azovstal steel mill situation in Mariupol.

Kiev has denied that its troops are surrounded, accusing Moscow of exaggerating its gains. Reports suggest Ukrainian leaders have resisted frontline retreats to avoid damaging perceptions among Western allies.
