
A coroner has criticised New Zealand’s “persistent and troubling tolerance” for unlicensed drivers following the death of 88-year-old Edward Duffy, who was struck by an unlicensed and speeding motorcyclist while riding his mobility scooter in Rotorua in November 2023.
Coroner Ian Telford’s report found that the rider, Colin Rondon, had never held a motorcycle licence, had a history of licence breaches, and was sentenced in June 2025 to three years and two months’ imprisonment for dangerous driving causing death.
Telford urged New Zealanders to seek proper training and licensing, stressing that these legal requirements are vital safeguards to protect lives.
