The second phase of New Zealand’s Covid-19 Royal Commission has found that while the country’s pandemic response achieved its main public health goals, the Labour government was too slow to adapt, failed to communicate key decisions clearly, and allowed major restrictions to continue longer than necessary — particularly during Auckland’s prolonged lockdown in late 2021.
The report released today concludes that New Zealand’s early elimination strategy “saved lives”, but says the later shift toward suppression and minimisation was poorly managed, with officials and ministers not preparing alternative strategies early enough as the Delta outbreak changed the course of the pandemic.
According to the inquiry, officials should have begun planning for suppression much earlier in 2021 instead of remaining locked into elimination. It found that once the government had committed to one path, it became increasingly difficult to reconsider options even as circumstances changed.
The report states that the transition became “far from smooth”, with Auckland’s lockdown lasting longer than required despite Cabinet having earlier options available to ease restrictions. It also found that broader economic, social and health impacts were considered, but not supported by sufficiently clear evidence to allow stronger balancing of competing harms.
Health Minister Simeon Brown said the findings showed the previous Labour administration repeatedly failed to act on available advice and warnings. He argued ministers had opportunities to shorten restrictions, reduce the scale of economic stimulus, and adopt less disruptive measures, but did not take them.
Brown said Treasury concerns about the economic consequences were not properly acted on, pointing to findings that around half of the $60 billion Covid response and recovery fund was spent on projects not directly linked to the pandemic, including infrastructure programmes that were not ready to proceed.
He also raised concerns about vaccine policy for younger New Zealanders, saying Labour ministers should explain why advice about myocarditis risks for 12 to 17-year-olds did not lead to changes in mandate settings. The inquiry noted the Health Ministry had received advice against applying a two-dose mandate to that age group, yet the requirement remained in place.
Brown directly challenged Chris Hipkins and Ayesha Verrall, saying repeated public assurances that decisions were based entirely on health advice were now contradicted by parts of the inquiry’s findings.
“The reality is Chris Hipkins stood up every single day and said he was following health advice, but this report shows that in several cases decisions were not aligned with that advice,” Brown said.
The commission examined four of the most controversial parts of the pandemic response between February 2021 and October 2022: vaccine approval and safety, vaccine mandates and passes, lockdown settings, and the rollout of testing and tracing technologies.
It found that although the government broadly took a balanced approach overall, public trust suffered because people were not adequately brought into the decision-making process. The report says future pandemic responses must involve greater transparency about the trade-offs affecting livelihoods, freedoms, health and social cohesion.
Among its 24 recommendations are calls for dedicated pandemic legislation defining the limits of emergency powers, stronger publication of human rights advice, better economic contingency planning, and clearer public communication from the outset.
The inquiry also recommends that any future elimination strategy be explicitly presented as temporary from the beginning, rather than as an open-ended national objective.
Labour defended its record, with Hipkins saying decisions were made during an unprecedented global crisis using the best evidence available at the time and that those decisions helped protect lives.
In a joint statement, Jacinda Ardern and Grant Robertson said the report confirmed New Zealand had “performed better” than many countries, while accepting that some areas could have been handled better.
They said both phases of the inquiry should now be used to strengthen preparedness for future emergencies, noting that no country could have avoided significant costs during a pandemic of that scale.
The government is now reviewing recommendations from both inquiry phases, with Brown expected to formally present a full government response by July.
The second phase was launched after growing public anger over mandates, lockdowns and social division, and followed criticism that the first inquiry had not gone deeply enough into the most contentious parts of the response.

This ‘Covid Enquiry’ is a delicately crafted whitewash. Pandemic indeed. Everyone knows the deaths began after the jabs began. And are still going on.
Ardern, Hipkins, and to a lesser extent Robertson and Verall were following orders from overseas entities. When do we get to see all the purchases, signed by Ardern, from Pfizer and Moderna? How much did that rort cost us? We know the price to buy a Prime Minister is $50million. I wonder what the price was for the smaller players. Have they been audited by the SFO?
Why were 11,500 people exempted? Oh spit – triple that number at least. Who were they? Why did the government exempt itself from vaccination for what it called a deadly pandemic where they expected 80,000 people to die. They weren’t quarantined in the Beehive like the population was quarantined in their homes. Why not? Where did the ‘ flu go for three years? These are the questions I want answered.

However, changing the entire tax system to transaction tax is a complex and expensive undertaking, which means riak of failure is high. Asking us to.vote for such a policy without telling us:
1. the skills and experience of nz loyal members who.will be responsible
2. How the poor (who will obviously be signifivantly disadvantaged by such a tax) will be compensated.
3. How the rich (who will miniize large transactions to avoid the tax and will pay a much lower propprtion of their income) will pay their share.
Will make it difficult for voters to switch over.
