The World Health Organization (WHO) has voted to adopt amendments to the International Health Regulations (IHR) at the 77th World Health Assembly (WHA) today in Geneva, Switzerland.
Speaking to delegates following the vote, WHO Director-General Tedros Adhanom Ghebreyesus hailed the development as a ‘victory’.
‘Thank you, because tonight we have all won and the world has won. You have made history here today in approving a strong package of amendments to the International Health Regulations.’
While the IHR amendments have been successfully adopted, the so-called ‘WHO Pandemic Treaty’ is still pending. However, Ghebreyesus remained confident that it will be finalised either this year or by May 2025 at the latest.

However, the process and legality of the amendments have immediately been called into question, particularly regarding the WHO’s adherence to basic international law.
The amendments involve changes to 33 of the 66 existing articles and the addition of six new ones.
The amendment process has been fraught with procedural issues. Critics argue that the WHO has not adhered to its own rules which mandates that any proposed amendment must be communicated to all member states at least four months before the World Health Assembly where it is to be considered. The final text of the proposed amendments was circulated on May 10, just 17 days before the Assembly, falling well short of this requirement.
Furthermore, the resumed eighth meeting of the Working Group on Amendments to the International Health Regulations (WGIHR), held on May 16-17, 2024, failed to reach a final agreement, leaving negotiations ongoing up to the start of the WHA. This has raised concerns about transparency and due process, with accusations that the WHO is pushing through changes without adequate scrutiny or consensus.

The controversy surrounding these amendments reflects broader concerns about the WHO’s role and governance. Critics argue that the organisation lacks transparency and accountability, is funded by massive private for-profit interests, is flagrantly overstepping its mandate, and that the rapid pace of these changes undermines democratic processes and national sovereignty. The amendments are seen by some as a means to centralise power within the WHO, which is heavily funded by private interests who profit from ‘medicines’, at the expense of member states’ autonomy in managing public health crises.
‘No Objections’ method
According to former Big Pharma executive turned COVID jab whistleblower Aussie17, the amendments were approved by the chair using the ‘no objections’ method despite an attendance of less than one-third of the members. In a committee session, the chair announced that the IHR amendments and the pandemic agreement would be moved to the General Assembly without quorum counting or votes. Similarly, in the General Meeting, with less than one-third attendance, the chair did not count votes but declared the IHR revision proposal approved using the ‘no objections’ method.
The ‘no objections’ method, also known as the ‘silence procedure’ or ‘consensus without objection’ is a decision-making process commonly used in international organisations, including the World Health Organization (WHO). In this method, a proposal is considered approved if no member present explicitly objects to it within a specified time frame or during the meeting. This method is often employed to expedite decisions on issues perceived as non-controversial or to manage situations where formal voting procedures are impractical. However, it can be controversial if used inappropriately, particularly when significant or contentious issues are at stake, such as in the case of the IHR amendments as it relies on the absence of objection rather than affirmative agreement.
Critics of the ‘no objections’ method cite five main objections to its use:
- Lack of Transparency: Decisions made without formal votes or discussions can lead to a perception that important decisions are being made behind closed doors, without adequate input from all stakeholders. This can undermine trust in the decision-making process.
- Potential for Coercion: The method can be perceived as coercive, as it may pressure members to remain silent rather than openly express dissent. Members might refrain from objecting due to political, diplomatic, or organisational pressures, rather than genuine agreement with the proposal.
- Undermines Democratic Processes: By bypassing formal voting procedures, the method can marginalise the voices of those who might have legitimate concerns or objections. This can lead to decisions that do not accurately reflect the collective will of the membership.
- Risk of Abuse: There is a risk that the ‘no objections’ method can be abused by those in power to push through controversial or significant changes without sufficient scrutiny. This can result in the adoption of measures that have not been thoroughly debated or considered.
- Inadequate Representation: When attendance is low, as in the case of the 77th World Health Assembly, the method can lead to decisions being made by a small fraction of the membership, which may not adequately represent the broader group. This raises concerns about the legitimacy of the decisions made under such circumstances.
