Parliament Bill passes unanimously

New Zealand’s Parliament has unanimously passed the Parliament Bill, a move described by Leader of the House Chris Bishop as a significant constitutional milestone that “modernises” how the country’s legislature operates.

Bishop said the legislation consolidates and updates several existing laws governing Parliament’s administration, including the Clerk of the House of Representatives Act 1988, the Parliamentary Service Act 2000, the Members of Parliament (Remuneration and Services) Act 2013, and the Parliamentary Privilege Act 2014.

Key reforms in the new law include a new funding model for the Office of the Clerk and the Parliamentary Service, placing budget recommendations in the hands of Parliament rather than the executive. It also gives Parliamentary Security Officers statutory powers similar to court security officers, transfers referendum petition verification to the Electoral Commission, and clarifies the functions of the Speaker and Deputy Speaker.

“The development and passage of the Bill has seen Parliament work at its best,” Bishop claimed, noting the legislation’s origins date back to 2015 and its refinement under both current and previous governments.

A special select committee chaired by former Speaker Adrian Rurawhe was established to review the Bill. Bishop thanked Rurawhe and the committee for their contributions, describing the collaboration as an example of Parliament’s constructive, cross-party approach.

“As we approach the end of the year, I’d also like to thank all those who work at or for Parliament,” Bishop added. “New Zealand’s democracy is very well served and New Zealanders should be proud of it,” he claimed.

It also gives Parliamentary Security Officers statutory powers similar to court security officers,(SO THAT THE OFFICERS CAN ARREST THOSE WHO PROTEST IN THE PARLIAMENT BUILDINGS? OR FOR DOING A HAKA?) transfers referendum petition verification to the Electoral Commission, (REFERENDUMS ARE SUPPOSED TO BE THE CITIZENS VOICE- TRANSFERRING TO THE ELECTORAL COMMISSION THEN PROFILES THE REFERENDUM SUBMITTER’S POLITICAL PARTY CHOICE(S))and clarifies the functions of the Speaker and Deputy Speaker.(ROBERT’S RULES OF ORDER ALREADY DOES THIS, UNLESS A POLITICAL BIAS HAS BEEN SLIPPED IN TO THE ‘NEW (OLD) LAW!)
