Tenant alleges coercion and threats in dispute with Kāinga Ora

A former tenancy manager has spoken out about what she describes as a prolonged and distressing dispute with Kāinga Ora, alleging coercion, threats, and systemic failures within the state housing system.

In a detailed interview with Liz Gunn of FreeNZ Media, Amanda, a property professional with a decade of experience, including time working for Housing New Zealand, said she and her 88-year-old mother were forced into public housing after losing their life savings in a fraud. Her situation escalated when Kāinga Ora moved to sell the property they were living in.

Amanda said she was subjected to months of pressure to sign what she describes as a false “voluntary relinquishment” declaration before being offered any relocation options. She says she refused to sign the document, maintaining it did not reflect her situation, and was subsequently threatened with eviction.



Amanda says she was repeatedly warned she and her elderly mother—who is frail and blind—could be forced out onto the street if she did not comply. She told Gunn key information was withheld, mandatory processes were not followed, and that delays and misleading communication were used to pressure her into agreement.

She also raised concerns about the broader system, alleging that tenants are often worn down through prolonged processes and that adjudicators appear to favour the housing agency in disputes.

Amanda believes her experience is not unique, suggesting other tenants may be facing similar treatment but lack the resources or knowledge to challenge it.

  1. Can confirm others face similar issues of being told they no longer fit the requirements of being able to stay & that was two years ago meanwhile they’re still there

  2. Amanda and her mother would appear to be ideal tenants, keeping the property tidy. She also presents as extremely conscientious. Is she being penalised for these qualities and does the tenant who maintains their home not enhance its appeal and it’s value, pushing it towards the ‘saleable’ end of the property file? Are there similar neighbouring properties also being edged towards the market or has she been singled out for her diligence? Either way, she does appear to have been poorly treated and the limp wristed cop outs from the minister and his associate minister speak for themselves.
