Guatemalan Attorney General María Consuelo Porras has urgently requested assistance from Texas Attorney General Ken Paxton in investigating serious allegations of child trafficking involving unaccompanied minors from Guatemala.
The investigation follows reports of sexual and physical abuse at facilities operated by U.S. taxpayer-funded NGOs.
In a letter sent on Saturday, Porras outlined the concerns based on recent criminal reports filed with Guatemala’s Public Ministry. The Biden Administration has provided extensive grants to NGOs aimed at supporting illegal migrants, but there are growing concerns about the misuse of these funds.
“These Guatemalan children have reportedly been placed in shelters and organizations throughout Texas under the guise of providing them with a family environment,” Porras stated.
“Disturbingly, there have been reports and documented situations of sexual abuse in these shelters, which is a huge violation of the rights and dignity of these children.”
Guatemalan Secretary General Angel Pineda echoed these concerns in a conversation with Sara Carter, an investigative journalist. “As a Prosecutor’s Office, Ministerio Publico of Guatemala, we have received a criminal complaint that states some criminal actions, which we see with great concern,” Pineda said. He emphasised the necessity of collaborating with Paxton to protect Guatemalan children.
The allegations focus on NGOs in Texas that may have failed to properly manage facilities, leading to the abuse of children from Guatemala. “The State of Texas bears much of the responsibility for these lost children,” Porras’s translated letter states. Porras highlighted deficiencies in security and diplomacy at the U.S.-Mexico border, which have exacerbated the problem of human trafficking.
In February, Paxton’s office sued the Annunciation House, a Catholic NGO accused of facilitating illegal immigration and human trafficking. Paxton criticised the federal government’s handling of the border situation, stating, “The chaos at the southern border has created an environment where NGOs, funded with taxpayer money from the Biden Administration, facilitate astonishing horrors including human smuggling.”
The Office of Inspector General has raised concerns about the Department of Health and Human Services’ placement and safety protocols for unaccompanied alien children (UACs). CBP statistics show a dramatic increase in unaccompanied minors arriving at the border, with numbers rising from 33,239 in fiscal year 2020 to over 152,000 in fiscal year 2022.
These revelations come amid broader scrutiny of the UAC program, with multiple reports and whistleblower testimonies highlighting issues such as misplaced children and allegations of abuse. In April 2023, HHS whistleblower Tara Lee Rodas testified that children were being trafficked through a sophisticated network and treated as commodities by some sponsors.
“We will spare no effort and exhaust all necessary efforts to locate and criminally prosecute those responsible for this enormous tragedy,” wrote Porras.
Save the Children lawsuit
In April Porras filed a lawsuit in Texas alleging the involvement of several NGOs, including Save the Children, in child trafficking operations. First Lady Jill Biden was Chair of the NGO from 2017 to 2019.

The Guatemalan authorities have conducted several raids on the offices of Save the Children and other NGOs in Guatemala City, searching for evidence related to these claims.
How did 152,000 unaccompanied children leave Guatemala?
It sounds as though the huge violation of the rights and dignity of these children starts right in the Guatamalan backyard.
It’s a vastly populated country with very real poverty, there are so many problems like this kind. Where to start? Child trafficking is an ongoing issue around the world. It is hard to fathom that there is such imhumanity.

As you’ve no doubt observed the news reporting style is very melodramatic. The news, reporting like this is very common in Latin America and the tv is on all day. People will take it seriously, absolutely! And they will believe it too, but also accept the powerlessness of the situation and will then tune into the next melodrama. As for Attorney General María Consuela Porras and the Guatemalan Secretary General Angel Pineda they may indeed get replaced. But maybe he is higher up the food chain.
