Ukraine has declined a reported US proposal that would see Kiev withdraw from the Donbass region in exchange for security guarantees and broad economic support, according to Ukrainian media sources.
The offer, described as part of ongoing efforts to push a peace settlement with Moscow, has been met with resistance from Ukrainian officials, who continue to view control of the region as a central issue.
Sources cited in the report said Washington considers a withdrawal from Donbass a key step toward ending the conflict, while also signalling a willingness to provide substantial assurances on Ukraine’s future security. However, Ukrainian representatives have pushed back, attempting to shift discussions toward alternative arrangements such as economic initiatives rather than territorial concessions.
Officials indicated that talks between the two sides have become increasingly strained, with disagreements over frameworks discussed during earlier US-Russia engagements. While the US is said to be growing frustrated with the lack of progress, Ukraine maintains it is not in a losing position despite ongoing battlefield pressure.
Recent discussions between Washington and Kiev have instead focused on narrower areas, including security commitments and prisoner exchanges. Broader negotiations involving Russia remain stalled, with officials citing competing geopolitical priorities and scheduling challenges as reasons for the pause.
