Officials have highlighted the need to protect critical infrastructure in New Zealand in a briefing to the Minister for National Security and Intelligence, Christopher Luxon.

Officials have warned Luxon about the increasing risks of foreign interference, particularly from countries like China, Russia, Iran, and North Korea. These countries are seen as engaging in activities that threaten New Zealand’s national security by targeting its critical infrastructure, co-opting influential individuals, and conducting cyber attacks.

New Zealand has been undergoing major reforms to its national security setup, including an overhaul that identifies 12 core national security areas with a specific focus on countering foreign interference and protecting critical infrastructure and sensitive technology, according to a report today in legacy media outlet Newshub. This comes amid reports of state-backed Chinese hackers targeting critical infrastructure in the US, signaling the global scale of the threat.

The briefing to Luxon outlined the strategic competition posed by China’s growing global influence and the need for New Zealand to improve its critical infrastructure’s resilience. Although there is a plan to enhance resilience, legislation will not be introduced until after a second phase of public consultation due later in the year.

US officials have warned of the far-reaching impacts of disruptions to critical infrastructure. Meanwhile, New Zealand’s security agencies have been working towards ‘greater transparency’ and beefing up criminal offenses related to foreign interference, with emerging technologies presenting ‘both opportunities and challenges’ in the national security landscape.

Despite the outlined risks and ongoing reforms, the briefing did not address the establishment of a National Intelligence Agency as recommended by the Royal Commission into the Christchurch Mosque attacks.
