
India has issued a stark warning about the growing danger of bioterrorism, calling it a fast-moving, border-defying threat that no nation can tackle alone.
Speaking at an event marking 50 years of the Biological Weapons Convention (BWC), Foreign Minister S. Jaishankar said the treaty remains the key barrier between scientific innovation and dangerous misuse, stressing that “disease must never be used as a weapon.” He cautioned that the risk of biological attacks by non-state actors is no longer theoretical and demanded stronger global cooperation, particularly involving the Global South.
Jaishankar highlighted India’s significant capabilities in health and biosciences, noting its reputation as the “pharmacy of the world,” producing 60% of global vaccines and a major share of generic medicines. India also hosts one of the world’s largest biotech start-up ecosystems, with nearly 11,000 companies now operating in the sector.
He said India has already delivered 300 million vaccine doses and medical assistance to more than 100 vulnerable nations and proposed a National Implementation Framework covering high-risk pathogen identification, oversight of dual-use research, incident management, and ongoing training to bolster global resilience against biological threats.
